The version of rpmfluff in rawhide, and the version from the master branch, do not work with the recent rpm bytes/strings changes.

I've opened PR to fix this here - https://pagure.io/rpmfluff/pull-request/25

Just turning off the UTF8ENCODE seems a bit lame, but it did make things pass the tests (with my other changes), and now my lorax tests which depend on rpmfluff are working.
