Description of problem:
After typing "su <user_name>" and the corresponding password,
the following error message is issued:

    "/etc/selinux/targeted/seusers:  error on line 3, skipping..."

Version-Release number of selected component (if applicable):
selinux-policy-targeted-1.27.1-17

How reproducible:
Always

Steps to Reproduce:
1. Execute "su <user_name>" (non-root).
2. Enter password.
  

Actual Results:  System reports:

  "/etc/selinux/targeted/seusers:  error on line 3, skipping...".

Expected Results:  No error message should have been issued.

Additional info:

Line 3 of "/etc/selinux/targeted/seusers" seems to be empty.
After deleting it, no further message appears.
