Steps to Reproduce:
1. use kickstart to install new vm -example (-x 'inst.ks=nfs:10.44.130.210:/storage/nfs/ks.cfg ip=10.37.193.45::10.37.195.254:255.255.252.0:hostname:eth0:off) where eth0 is interface that does not exist

Actual results:
kickstart installation will fail with "Warning: /dev/root does not exist"

Expected results:
installation would report that interface is not available, it could also report available interfaces that have link

Additional info:
tested on virtual guest with virt-install

Configuration of the network device is done by dracut, so I'm changing the component.

Can you try to reproduce this again with 8.3. We did a ton of changes in networking stack.
