Description of problem:

A while ago, balsa lost its dependency to libesmtp, see
https://gitlab.gnome.org/GNOME/balsa/commit/ce950372dc3ddb3f33b0005740db69e2ef7b003c

In fedora, balsa still depends on libesmtp/libesmtp-devel:
https://src.fedoraproject.org/rpms/balsa/blob/master/f/balsa.spec

ldd does not show a dependency to libesmtp.
Probably, the dependencies can be removed?

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.

I have removed the dependency on libesmtp for f31/rawhide, f30, and f29. I updated f29 to balsa-2.5.7 while I was at it.
