A bunch of 5G use-cases for NFV and moving VMs to containers want SCTP, which means we'll want that in OVN too.

Eg be able to match on SCTP for ACLs like:

match="sctp && sctp.dst=XXXX"

Dumitru investigated and it appears the support does acutally exist, just not well documented.
