Description of problem:
Roles in /usr/share/ansible/roles cannot be imported.
Only roles in /etc/ansible/roles gets imported.

/usr/share/ansible/roles directory contains RedHatInsights.insights-client and theforeman.foreman_scap_client roles however they can't any longer imported.

Steps to Reproduce:
1. Check the roles are present in /usr/share/ansible/roles
# ls /usr/share/ansible/roles
RedHatInsights.insights-client  theforeman.foreman_scap_client

2. Try to import roles
Navigate to Configure -> Ansible Roles and click "Import from <fqdn>" button

Actual results:
no roles in /usr/share/ansible/roles get imported, only roles in /etc/ansible/roles are imported

Expected results:
roles in /usr/share/ansible/roles get imported as well

we will deploy our roles in /etc/ansible/roles so that they are imported
