Port the same fix of bz#1703985 to DPDK inside OVS

I backported the fix,
unfortunately it still fails on RHEL-8.0 buildroot (that fast-datapath-rhel-8 uses).

If I build the same SRPM using RHEL-8.1 buildroot it pass, so I'm postponing this bug until RHEL-8.1 is released and so fast-datapath-rhel-8 can use it.
