Add NeutronPhysicalDevMappings into ComputeSriovParameters to avoid configuration problems during scale.

Avoid using NeutronPhysicalDevMappings as global variable for SRIOV physnets.

It will enable customers scale up new computes with different SRIOV physnets without require of minor update to update physnets

Added NeutronPhysicalDevMappings into ComputeSriovParameters, and added OvsHwOffload parameter
