Description of problem:
If a user creates a new RBAC role, any edits to the Product Features selection tree will not save.

Version-Release number of selected component (if applicable):
5.11.0.15.20190718144823_3d0108f

How reproducible:
100%

Steps to Reproduce:
1. Create a new RBAC role and edit the selection tree OR select a newly created role and edit the Product Features Selection Tree (See additional info below for another issue)
3. Save the form

Actual results:
Edits to the selection tree were saved

Expected results:
Edits are saved


Additional info:

Monitor, All VM and Instance Access Rules, API, Service UI, Main Configuration cannot be selected on a new or existing RBAC role

Editing just the product Features selection tree does not enable the save button

Please assess the impact of this issue and update the severity accordingly.  Please refer to https://bugzilla.redhat.com/page.cgi?id=fields.html#bug_severity for a reminder on each severity's definition.

If it's something like a tracker bug where it doesn't matter, please set the severity to Low.
