Description of problem:
Compliance records aren't being purged.

How reproducible:
Very

Steps to Reproduce:
1. Customers have reported this table growing large, > 1.6 Million
2. Records > the the normal purge window size are not being removed on a schedule
3.

Actual results:
Compliances are not purged

Compliances are purged

Cool, so Yuri mentioned this needs to be scheduled, so I need input from someone about how often this tool for purging compliances should run, and how old the compliances can be before we delete them.

So the current settings match what we have for drift state purging: once a day, we delete all records are older than six months, and the purge window size is 10000.
