Please fix cgit at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,

This was caused by a missing BuildRequires on zlib-devel, which was previously pulled into the build root by something else.  The git portion of the build needs zlib-devel.

It should be fixed in rawhide by bff3532 ("add missing zlib-devel BuildRequires, fixes FTBFS (#1737005)", 2019-08-02) <https://src.fedoraproject.org/rpms/cgit/c/bff3532>, <https://koji.fedoraproject.org/koji/taskinfo?taskID=36761843>.
