Description of problem:

Telemeter is reporting few clusters with 'RouteHealthDegradedError' and the authentication operator is Degraded=true.

Note that there is no other operator reporting degraded. The cluster is stucked in upgrade from 4.1.7 to 4.1.9.

Based on the operator source, this condition is set when we fail to GET the well-known route URL (https://"+route.Spec.Host+"/healthz).

That suggests there is additional problem in networking or routes are not working properly.

The bug accidentally got closed for a while, but on the routing side we're tracking this class of error in https://bugzilla.redhat.com/show_bug.cgi?id=1750953
