Description of problem: mingw-zlib uses a different source than zlib. The former uses 1.2.8 version, while the latter uses 1.2.11


Version-Release number of selected component (if applicable): mingw32-zlib-1.2.8-12.fc31.noarch


Expected results: mingw packages should be as close as possible from their native counter part

This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle.
Changing version to 32.
