Created attachment 1611033 [details] screenshot Boot for example: Fedora-Workstation-Live-x86_64-Rawhide-20190902.n.0.iso and when you are greeted with fedora-welcome screen pick "Try Fedora". This shows the Activities menu and where to find the "install to hard drive" application. It's there, but its icon is different. See attached screenshot. That's with anaconda-live-32.3-1.fc32.x86_64.
I couldn't reproduce the issue. Tested with: https://kojipkgs.fedoraproject.org/compose/rawhide/Fedora-Rawhide-20190902.n.0/compose/Workstation/x86_64/iso/Fedora-Workstation-Live-x86_64-Rawhide-20190902.n.0.iso
What do you see there, please?

It's not that image, click "Try Fedora" there, then you get my image (comment #0).
It's the /usr/share/anaconda/gnome/install-button.png image shown there.
Fixed in a pull request: https://github.com/rhinstaller/anaconda/pull/2121
