Description of problem:

problem with installed package kf5-ktexteditor-5.59.0-1.fc30.x86_64
  - package kf5-ktexteditor-5.61.0-1.fc31.x86_64 requires libgit2.so.28()(64bit), but none of the providers can be installed
  - kf5-ktexteditor-5.59.0-1.fc30.x86_64 does not belong to a distupgrade repository
  - package libgit2-0.28.2-2.module_f31+5411+fa1856a4.x86_64 is excluded
  - package libgit2-0.28.2-3.fc31.x86_64 is excluded

Version-Release number of selected component (if applicable):

Fedora 31 tested on Fedora 30

How reproducible:


Steps to Reproduce:
1. sudo dnf --releasever=31 --setopt=module_platform_id=platform:f31 --enablerepo=updates-testing distro-sync

Actual results:

Gives error above

Expected results:

Should not give an error.

Actually, this looks more like a repo or libgit2 issue, re-assigning there for now.

Not sure what to make of:
  - package libgit2-0.28.2-2.module_f31+5411+fa1856a4.x86_64 is excluded
  - package libgit2-0.28.2-3.fc31.x86_64 is excluded

This is likely the source of the problem, you'll need at least one of these to proceed.
