Currently F30 has python-parso-0.5.1-2 but F31 has python-parso-0.5.1-1 so upgrading to F31 requires a distro-sync to get the F31 build (this may be the default now?). But it seems best just to get F31 up to the same version.
This breaks upgrade path.
I see that now, for some reason f30 is synced with master, but f31 is one commit behind. I'm not sure how it got into that state. That commit is just a release bump, so it's an easy fix to just merge master to f31.
