Description of problem:
Need to re-add properties-maven-plugin to fedora-rawhide. As it is a dependency of postgresql-jdbc and the package can not be build without it on f32.

You don't need re-review yet according to [1]:

Packages that are retired for Rawhide for more than 8 weeks need to be reviewed again before they can be un-retired. This is also true for EPEL-only packages.

Just ask for unretirement in releng tracker.
