Description of problem:
Wiht OSP13 there is only one Neutron container per controller node, that can contain only one third party vendor ML2 plugin for example SDN vendor like Nuage or Cisco ACI has ML2 plugins and service plugins installed in that container.  But customers have other third party vendors for IPAM or DNS or Load balancer services like Infoblox or F5 BigIP that have service plugisn which also needs to be in that same Neutron container.  RHCBS only builds containers with content from one partner.
Containerization breaks the multi-vendor support that was prevalent in OSP10 now we are restricting customers to use only one third party vendor for Neutron plugins.

OSP 13 was retired on June 27, 2023. If this was to be targeted for a different release, please reopen and retarget.
