Description of problem:
When I want to check file systems forcely and shutdown the machine
with "shutdown -Fr now" or "touch /forcefsck && reboot", 
it mounts file systems normally and do not fsck forcely at all.

I think this is the bug of rc.sysinit caused by the fix for bug 169403.
The line 394 of rc.sysinit should be

    fsck -T -t \!opts=_netdev -A -a $fsckoptions

( and the line 392 must be like above ).

Steps to Reproduce:
1. Execute "touch /forcefsck && reboot"
2. See if fsck is executed forcely

Actual Results:  On next boot time, forced fsck is not executed.

Expected Results:  The command fsck should be executed forcely.

Oh, initscripts rpm version is 8.18-1.1, not 8.18.1-1.

I think I'll just use noopts=_netdev, and avoid the shell quoting entirely. :)

Fixed in 8.19-1.
