Description of problem:
Dependency issues keep awscli from being installable on Fedora 31

Version-Release number of selected component (if applicable):
1.16.198

How reproducible:
100%

Steps to Reproduce:
1. dnf update (get to current fedora 31 packages)
2. dnf install awscli
3.

Actual results:
[root@minigoomba ~]# dnf install awscli
Last metadata expiration check: 0:05:51 ago on Fri 04 Oct 2019 09:51:03 AM EDT.
Error: 
 Problem: conflicting requests
  - nothing provides python3.7dist(pyyaml) <= 5.1 needed by awscli-1.16.198-2.fc31.noarch
(try to add '--skip-broken' to skip uninstallable packages)


Expected results:
awscli can be installed w/o dependency issues.
