Description of problem:
Running '/usr/share/scripts/ovn/ovn-ctl promote_ovnnb/promote_ovnsb is failing in OVN 2.12.

Because of this pacemaker ovn resource will also fail.

Steps to Reproduce:
1. Start ovn-northd service
2. Run - /usr/share/scripts/ovn/ovn-ctl promote_ovnnb


Actual results:
This is failing.

Expected results:
It should not fail.

Correction : Running demote_ovnnb/demote_ovnsb fails.

Eg.

/usr/share/ovn/scripts/ovn-ctl demote_ovnnb --db-nb-sync-from-addr=tcp:192.0.2.254:6641
/usr/share/ovn/scripts/ovn-ctl: line 64: /etc/ovn/ovnnb-active.conf: No such file or directory
/usr/share/ovn/scripts/ovn-ctl: active server details not set
