Description of problem:

- appliance_console sets "NM_CONTROLLED=no" while configuring static IP address
- after a reboot system loses the IP address
- solution is to remove "NM_CONTROLLED=no" or set "NM_CONTROLLED=yes"

How reproducible:
Always

Steps to Reproduce:
1. Configure a static IP using appliance_console
2. Reboot the appliance

Actual results:
After reboot system loses the IP address

Expected results:
After reboot system should have the IP address
