Description of problem:
F31 ships the uninstallable gstreamer-plugin-fc packages which depend on GStreamer 0.10, which is not available anymore.

gstreamer-plugins-fc-0.2-19.fc31

Steps to Reproduce:
1. dnf install gstreamer-plugins-fc-0.2-19.fc31.x86_64

Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides gstreamer(x86-64) needed by gstreamer-plugins-fc-0.2-19.fc31.x86_64
