Description of problem:
s-c-keyboard does not run in the console mode.

[root@localhost ~]# rpm -q system-config-keyboard
system-config-keyboard-1.2.6-2


How reproducible:
Try start it on native linux console for example.

Sorry for noise. It was problem in my corrupted /etc/sysconfig/keyboard.
