It seems that you have enabled the modular version of Gimp (there also is a non-modular version of it) and you are locked in the Gimp stream and DNF will not let you out of it, because you have explicitely selected you want this stream. Your system probably wanted to use some package provided by the gimp module and because modular gimp in Fedora 30 has a default stream (it is preferred over the ursine gimp), it enabled the modular stream. You are locked even if nothing is apparently installed. Check with `dnf module list --enabled`. If that is the case, then reset the gimp module using `dnf module reset gimp`.
JFYI: The gimp module gets enabled by default: bz1753614.
I filed https://bugzilla.redhat.com/show_bug.cgi?id=1772469 to consider dropping modular gimp in favour of the non-modular version in F32.
If you do not want to deal with this stuff in the future, disable the module completely by using `dnf module disable gimp`.
