pretty sure this isn't a yum bug but something going on in the kernel.

I closing this as CANTFIX.  

All problems with the netdev kernels are to be reported directly
to linville.

The fedora bugzilla is not the appropriate place to file any bugs which result
from using the netdev kernel. Please follow the instructions in the netdev
annoucements:
