Description of problem:
Dump is unable to restore EA ACL on aarch64 systems (RHEL-ALT-7.4).

How reproducible:
always

Steps to Reproduce:
See the reproducer in attachment.

Actual results:
Dump does not restore the extended file attributes and produced following warning message.
restore: ./file: EA set user.testattr:true�� failed: Function not implemented

Expected results:
Dump should restore the extended file attributes.

Additional info:
This is reproducible only on aarch64 systems (RHEL-ALT-7.4)

Very similar issue has been already reported to upstream. 
https://sourceforge.net/p/dump/bugs/168/

I have found, that dump do not use system libraries for restoring extended file attributes, so I am going to prepare patch for that.

This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle.
Changing version to 32.
