I'm not sure why I'm the main contact for this package, I maintain the EPEL packages, but not the Fedora version. But this is failing because rubygem-rubyforge is not in F32. I don't have any other information other than it was dropped in the 20191109.n.1 rawhide compose.
This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle. Changing version to 32.
