Description of problem:
RHEL 8 "shutdown <time> <wall message>" no longer sends the "wall message" to the running terminal. 

The wall messages appear on all other terminals, not the one issuing the shutdown.

systemd-239-18.el8_1.4.x86_64

How reproducible:
everytime

Steps to Reproduce:
1. Login to 1 system with 2 shells
2. # shutdown 30 Wall Message

Actual results:
The terminal which runs the shutdown command will not see a message
The second terminal does see the message

Expected results:
All active terminals get the shutdown wall message.

Additional info:
This works in RHEL 7. Something in RHEL 8 took that wall message away from the terminal running it.
