In man chrt:
       The default behavior is to run a new command::
              chrt [prio] -- [command] [arguments]

And in the ChangeLog:
Wed Dec 11 2002 Robert Love <rml@tech9.net>

        * chrt.c and taskset.c: no need to specify '--' before command

Patch for the man page attached.
Also a problem in Rawhide

for the rawhide variant, schedutils is no more, and all that used to be there is
now a part of util-linux.  kzak added to cc.

The FC5 variant will be fixed in util-linux-2.13-0.16. Thanks for CC.

The component this request has been filed against is not planned for inclusion
in the next update. The decision is based on weighting the priority and number
of requests for a component as well as the impact on the Red Hat Enterprise
Linux user-base: other components are considered having higher priority and the
number of changes we intend to include in update cycles is limited.
