FC4.
During installation I selected "Russian" language.
After reboot, when firstboot was started, I get windows "Adding users".
I can not switch to English, current layout only Russian.
In this time /etc/X11/xorg.conf contains only "ru" keyboard layout.
I had to refuse adding new user, and , after firstboot finished, xorg.conf
modified and everything works fine. After this I have to add users manually.

In  RHEL4 situation is the same.

This should be fixed in FC5.
