In RHOSP 17.1, a technology preview is available for the Stream Control Transmission Protocol (SCTP) in the Load-balancing service (octavia). Users can create SCTP listeners and attach SCTP pools in a load balancer.

OpenShift will enable by default SCTP support. 

In order to be able to support it with Kuryr CNI, we need Octavia to have support for it (as OpenShift services are backed up by Octavia loadbalancers when Kuryr is used).

We need to ensure Octavia API and OVN-Octavia driver add support for SCTP as currently there is only support for TCP and UDP protocols. Note ovn loadbalancer already supports SCTP, but the ovn-octavia OpenStack driver has not added the integration options.
