Description of problem:

Feature request to add support for TSO (TCP segmentation offload) in OVS-DPDK. Upstream patch is:
https://review.opendev.org/#/c/723799/

This patch is dependency for enabling support in openstack-tripleo-heat-templates (bug 1853967).
