Description of problem:
I was using a Fedora Rawhide KDE Plasma spin installation. I logged out of Plasma 5.19.2 on Wayland. sddm appeared. I switched to VT2 and VT3 using ctrl+alt+f2 and ctrl+alt+f3, but the login prompt didn't appear. When I switched to VT4, the login prompt appeared and I could log in properly. I noticed in the setroubleshoot GUI that login was denied getattr on /proc. That denial might have been why the login prompt didn't appear on VT2 and VT3.

SELinux is preventing login from 'getattr' accesses on the filesystem /proc.

If you believe that login should be allowed getattr access on the proc filesystem by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
