Description of the problem:

The Red Hat OpenStack offers 5 kinds of tenant networks using OVS-DPDK.

One common use case uses GENEVE encapsulated network.

This bug is a request to support VMs using TCP TSO over GENEVE tunnels using OVS-DPDK.

OVS currently has VXLAN/GENEVE offload onto hardware with TSO in the current 3.4 release. Support for a software fallback is on the upstream mailing list. Closing this ticket so the remaining work can be tracked on jira.
