Description of problem:

Currently OVS will use the flow table and new packets will be slow path'ed through upcalls.

The request is to have OVS and OVS-DPDK as a real and simple switch, with L2 and VTEP.

The requirement is that the time to process the packet must be predictable at all times and fast as possible. (no upcalls/slow path)
