This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle. Changing version to 33.
So after looking at the 170MB build.log the build fails in the "brp-strip" phase ... + /usr/lib/rpm/redhat/brp-strip-lto /builddir/build/BUILD/gcc-10.1.1-20200507/ar-no-strip /usr/bin/strip: Unable to recognise the format of the input file `/builddir/build/BUILDROOT/cross-gcc-10.1.1-2.fc33.2.x86_64/usr/lib/gcc/arc-linux-gnu/10/hs/crtendS.o' /usr/bin/strip: Unable to recognise the format of the input file `/builddir/build/BUILDROOT/cross-gcc-10.1.1-2.fc33.2.x86_64/usr/lib/gcc/arc-linux-gnu/10/hs/crti.o' /usr/bin/strip: Unable to recognise the format of the input file `/builddir/build/BUILDROOT/cross-gcc-10.1.1-2.fc33.2.x86_64/usr/lib/gcc/arc-linux-gnu/10/hs38_linux/crtn.o' ... when processing target specific files for all(?) arches.
