This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle. Changing version to 33.
I think I have probably fixed this (just by backporting fixes from the llvm package). If my final test scratch build succeeds, I can push it to Rawhide tomorrow, otherwise I can do a PR if that is preferred. https://koji.fedoraproject.org/koji/taskinfo?taskID=49152692
