llvm9.0 failed to build from source in Fedora rawhide/f33

Please fix llvm9.0 at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
llvm9.0 will be orphaned. Before branching of Fedora 34,
llvm9.0 will be retired, if it still fails to build.

This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle.
Changing version to 33.

I think I have probably fixed this (just by backporting fixes from the llvm package).
If my final test scratch build succeeds, I can push it to Rawhide tomorrow,
otherwise I can do a PR if that is preferred.
