I'm confident this is caused by LTO. I'll take it for the initial analysis.
This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle. Changing version to 33.
I've disabled LTO in F33 and rawhide and spun up fresh builds of each. Closing the FTBFS.
