Description of problem:

Currently(4.4.0 and below) the prerequisite to create the namespace “openshift-storage” is not very clear and users might miss it to create. Creating the namespace automatically during the installation can avoid missing it.

UX issue severity level: 2-High (refer below mentioned doc for severity levels)

This feature is available in OCP Versions 4.5 and above, backporting such a huge feature is not possible. Closing this BZ.
