Description of problem:
While installing systemtap package on RHVH 4.4, it failed with error.


Version-Release number of selected component (if applicable):
rhvh-4.4.2.1-0.20200812.0

How reproducible:
100%

Steps to Reproduce:
1. Install rhvh-4.4.2.1-0.20200812.0
2. Subscribe to RHSM
3. Enable repos: rhvh-4-for-rhel-8-x86_64-rpms
4. install systemtap package

Actual results:
Installation failed and error shows as:

Error: 
 Problem: package systemtap-4.2-6.el8.x86_64 requires systemtap-devel = 4.2-6.el8, but none of the providers can be installed
  - conflicting requests
  - nothing provides gcc needed by systemtap-devel-4.2-6.el8.x86_64
  - nothing provides make needed by systemtap-devel-4.2-6.el8.x86_64
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)

Let's check how many deps will be pulled in, we may decide to get rid of systemtap.
