Description of problem:

Customer has Red Hat Openshift 4.3 is not managed by Red Hat Satellite. The subscription threshold for standard and premium SLAs has 0 value under the 'Red Hat OpenShift' section in Subscription Watch.

Customer uses the following subscriptions, which are not whitelisted:

- Red Hat OpenShift Application Runtimes Plus, Standard (64 Cores)
  SKU: MCT3769

- Red Hat OpenShift Container Platform with Runtimes, Premium, (16 Cores or 32 vCPUs)
  SKU: MW00362

- Red Hat OpenShift Container Platform with Runtimes, Standard (16 Cores or 32 vCPUs)
  SKU: MW00365

- Red Hat OpenShift Container Storage, Premium (2 Core)
  SKU: RS00181

- Red Hat OpenShift Container Storage, Standard (2 Core)
  SKU: RS00182

- Red Hat OpenShift Container Platform Broker/Master Infrastructure for IBM Cloud Pak (1 Core, Business Partner Supported)
  SKU: MW00700

Steps to Reproduce:
1. Login to Red Hat Subscription Watch at:  https://cloud.redhat.com/subscriptions/rhel-sw/all
2. Check the subscription threshold for each of Premium and Standard SLA.

Actual results:
The subscription threshold is 0 for both SLAs.

Expected results:
The subscription threshold reflects the correct value corresponding to the number of entitlements the customer have under their account.
