Description of problem:
the following CIDR is illegal:
10.128.0.0/0

When trying to save such a value, the UI prompt an error:
"address must be specified" (returned value from the server)

Which is very unclear as the address specified, its just wrong

we might need to add UI validation for /0
and change the returned message

Unspecified address is the zero address (0.0.0.0).  Error message was fixed accordingly in https://issues.redhat.com/browse/MGMT-2018
