Description of problem:
The /etc/xdg/menu/applications-merged/ directory does not appear to work.  .menu
files placed in this directory have no affect.  I have also attempted
/etc/xdg/menu/applications.d and /etc/applications.d but these menu files are
ignored completely.

Closed upstream.  Apperently, there was a little bit of magic that the .menu
file in question needed that I didn't find documented anywhere.
