Where did you get that from? The one linked from https://iot.fedoraproject.org/ is the following: https://dl.fedoraproject.org/pub/alt/iot/32/IoT/x86_64/iso/Fedora-IoT-IoT-ostree-x86_64-32-20200603.0.iso Note the ostree in the name.
