Description of problem:
Azure providers not refreshing even though logs show refreshes complete. When checking rails we see an ssl error that is not in the logs.

  last_refresh_error: "Connection reset by peer - SSL_connect",

Consistently in customer's environment

Steps to Reproduce:
1. Trigger a refresh of azure provider

Actual results:
Provider details do not refresh
Logs show completed refresh
rails shows ssl error

Expected results:
Provider refreshes
