Description of problem:

At bug 1868385 there is a request for dynamic enablement/disablement of 
CPU isolation at runtime.

This requires tuned to be able to allow a given  CPU 
to be marked as "isolated" on runtime and "unisolated" as well.

So the request is for tuned to expose a new interface so that the
isolated_cpus list (and associated configurations) can be changed on 
tuned runtime.
