Description of problem:
When Localvolumeset and SC is already created before OCS install Creation of LVD and LVS is skipped when the user click created storage cluster from UI

How reproducible:
always

Steps to Reproduce:
1. Deploy OCP 4.6 
2. Created lvs 
3. deploy ocs operator
4. Now created a storage cluster from UI

Actual results:
Step 1,2 which are creating LocalVolumeDiscovery and LocalVoulmeSet are skipped and user get's option to select SC from the drop-down menu 

Expected results:
UI should allow the user to create new LocalVolumeDiscovery and LocalVoulmeSet
