Test case to reproduce issue

Description of problem:
gcc is unable to evaluate a particular constant expression at compile time.

Version-Release number of selected component (if applicable):
gcc-toolset-9-gcc 9.2.1

Steps to Reproduce:
1. Download test.cpp attachment
2. Compile the attachment: /opt/rh/gcc-toolset-9/root/bin/g++ -std=c++17 -Wall test.cpp

Actual results:
Compile time assertions are failing.

Expected results:
Should compile without errors.

The upstream PR is still in NEW and I don't expect it to be resolved any time soon, so closing this one.
