Description of problem: 

Fedora provides the executable `gpg-zip` to compress and sign an archive. However this executable is deprecated and replaced by `gpgtar` as advertised by the execution of `gpg-zip`:

$ gpg-zip
gpg-zip: This script is deprecated - please use gpgtar instead.
Usage: gpg-zip [--help] [--version] [--encrypt] [--decrypt] [--symmetric]
       [--list-archive] [--output FILE] [--gpg GPG] [--gpg-args ARGS]
       [--tar TAR] [--tar-args ARGS] filename1 [filename2, ...]
       directory1 [directory2, ...]

Encrypt or sign files into an archive.

However Fedora does not provide a `gpgtar` archive. The only trace is a man page, confirmed by dnf:

$ dnf repoquery -l gnupg2 | grep "tar"
Last metadata expiration check: 0:01:27 ago on Tue Nov 24 13:44:24 2020.
/usr/share/man/man1/gpgtar.1.gz

Version-Release number of selected component (if applicable): N/A

How reproducible: All the time.


Steps to Reproduce: 

1. install GnuPG;
2. try to launch `gpgtar`.

Actual results:

Executable is not found, even though it's documented, both through its ancestor gpg-zip and the man page that Fedora installs.

Expected results:

`gpgtar` is installed (and maybe `gpgzip` removed).
